My camera tells me that the shutter is blocked because it does not see a lens when I try this.
How can I avoid this?

1.Power off the camera
2.Change dial to "M" (very important)
3.Mount your lens
4.Power on camera.

I'm planning to use two lenses to acheive the macro effect, in the following order :

Sony Alpha 100 + Sony 18-70mm F3.5-5.6 + Reverse ring 55mm + Step down ring from 55mm to 49mm + Minolta 50mm MD f1.7

What do you think .. will it work?

Hmm. that is a definite first. Never tried that before, So I do not know. Once I get some time I will try it out and let you know.
YOur order on paper seems off.
YOu will need to mount a step down ring from 55mm to 49mm to your 18-70 and then a 49mm reverse ring to it and the MD lens.
MD lenses have a small vertical pin at the back protruding into the body. So it might be tricky with it sticking into your step down rin
